Captain Judy’s Corner: Flight Training Safety Factors Is flight training safe? Many factors impact the answer to this question. Epic and WINGS are synonymous with safety. The Federal Aviation Regulation (FAR) 91.3 states clearly it is the responsibility and authority of the pilot in command. (a) The pilot in command of an aircraft is directly responsible for, and is the final authority as to, the operation of that aircraft.
