First, you must have an FAA CPL to qualify for flight instructor ratings. Also, regardless of the amount of training received outside of the U.S., students may only convert to the maximum of FAA Private Pilot. Once you receive the Letter of Authenticity from the FAA, you can take a CPL rating under FAA. In short, you must repeat your CPL rating before taking a flight instructor course here in the USA.
